There's no partisan blame to be had, is there? Does it create a problem for one side or the other?

The results of 27 years of reaganomic corporate taxcutting. The sad shape of America's infrastructure has been documented in several books recently. Like everything else (healthcare, for instance), it will only change if/when corporations believe that the state of affairs caused by their single-minded lobbying has become a liability for them. -m
